In this article is examined the situation of the oil industry in Russia alter the two presidential periods of Boris Yeltsin, which conducted it to a dramatic decline and privatization and trigger Russia's national security and energetic security. Therefore the arrive of unknown Vladimir Putin to Russian presidency represented a watershed in the strategy of recover of oil and gas industry and it s use as foreign policy instrument.
