National libraries are essential institutions within any nation as they reinforce cultural identity and increase the visibility of a nation’s written heritage. Although there are variations in the functions and services they offer due to their unique historical and social contexts, national libraries share the critical function of collecting and preserving all printed material mandated by legal deposit. This study introduces a methodology for analyzing legal deposit legislation based on the work Legal Deposit Legislation: Guidelines (2000) by Jules Larivière and provides a framework for the comparative analysis of national libraries. Finally, this paper concludes with a discussion of the indicators presented and an insight into the progress made in its implementation.
