Abstract

Based on the analysis of the July 2, 2006 presidential elections, this essay proposes a differentiation between democratic liberalization and consolidation in the study of the Mexican political system. It suggests some initiatives to achieve a reform of the state for a more effective, dynamic balance of powers. It proposes that an inclusive political pact must seek greater accountability and a broader definition of the executive, legislative and judiciary's responsibilities. It concludes that the inequity of the recent electoral process was a foreseeable result of incomplete democratization.
