Territorial governance is an innovative practice of coordination and management aimed at organizing the multiple interactions that converge within a specific territory. In Europe, this concept has been incorporated into rural development programs designed and implemented under the principles of the LEADER methodology. This study aims to analyze the contribution of these programs to the territorial governance of Alcarria Conquense, Spain. The goal is to determine how this public policy instrument has fostered participation, cooperation, network building, and the strengthening of identity in contexts marked by economic and demographic decline.
