This article analyzes the transformations in Mexican urban municipalities and its effects on government agendas and municipal management. It uses the study and classification of all the town council records in the municipality of San Luis Potosì in the 20th century to explain the main changes. It describes the obstacles that have hampered municipal development and organizes a discussion on what Mexican municipalities require to adapt new government and management dynamics to make their performance more balanced and harmonious.
