This article reconstructs, analyzes, and explores the knowledge of the time through the ideas on libraries of Juan Pablo Echagüe, based on his 1939 work Libros y bibliotecas (Books and libraries). Between 1931 and 1944, the president of the Commission for the Protection of Popular Libraries condensed several of his contributions on the subject in this volume, together with issues arising from his management of the national library organization. The main findings identify the conceptual framework on which Echagüe based the typical reading policies of his time. These ideas shaped a popular library model that was both engaging and integrated into the cultural and educational context of local communities. They also promoted the ideal of library staff that could adapt to the various tasks involved while embracing the growing professionalization of libraries. Echagüe’s thoughts oscillated between Sarmiento’s original aspirations and the demands of the burgeoning field of librarianship.
