Although Mexico shares six international waterways with Guatemala, there is no bilateral agreement in place regulating the use of this water resource. This article analyzes the diplomatic actions undertaken by the Mexican government between 1933 and 1961 to sign an international water treaty with Guatemala. This would have allowed the water to be used to supply nearby populations, generate electricity and irrigate agriculture, as well control flooding in the lowlands. I use archival sources to demonstrate the actions, decisions, and positions taken by the Mexican government, as well as some of the responses and reactions of the Guatemalan government, to shed light on the reasons why the treaty failed to materialize.
