This text analyzes the exile of Mexicans in the United States in the 1920s and 1930s and the regime’s stance on the possibility of their return to Mexico. We begin with a conceptual framework taken from the historian Julia G. Young, who distinguishes between exiles, refugees, and migrants, and base our research on first-hand sources, such as government agency and press reports. We explore the general questions of when and why the Mexican government allowed those who had attempted to overthrow it to return to the country using two indicators: border crossings and the granting of amnesties. We conclude that the reconciliation between exiles and the government was an instrument of the post-revolutionary regime and the result of pressure from various factors, both national and international, rather than an initiative spearheaded by any of the holders of executive power.
