This article examines the central arguments of México and Its Heritage and locates its writing in both the author's personal history and the binational context in which it was produced. In light of this, Cárdenas holds that Gruening's interpretation is of a progressive liberal or "statist" nature as long it emphasizes the difficulties of the (re)consrruction of a bureaucratic machine founded on new values and procedures. In any case, it seems clear that the pessimism and criticisms of the revolutionary process in México and Its Heritage are not derived from animosity but rather from disenchantment and the perception of the limits of the changes effected.
