This study focuses on the role of public universities in cooperation for development and the major contributions they can make to vulnerable groups and indigenous communities. It also reveals the value of the participation of non-official actors in international cooperation for development. The interview with Dr. Carmen Romero, from the GUAM team, shows the importance of the links between the university and organizations from civil society. It is essential to recognize the role that can be played by various social actors, in this case, higher education institutes, and their social responsibility in Latin America. The study analyzes universities' role as a non-official, non-traditional actor in cooperation and the processes and produces that emerge when it associates with organizations from civil society.
