This essay proposes the need to strengthen the regulation for private institutions and, on the other hand, design programs that promotes inter-institutional equity through cooperation and the transfer of capacities towards to less consolidated, and thus advance in the fulfillment of the human right of youth to higher education under the principle of substantive equality.

Keywords : Quality, educational inequality; Equity; Inter-institutional solidarity; Human right to education.
