The core goal of this paper is to attempt to make an analytical contribution to the agenda of public policy research on higher education. This task goes beyond the presentation of an approach that highlights the instruments that governments choose in order to reach certain political goals. In addition, it analyzes a specific policy instrument -a merit pay system- with the purpose of demonstrating the findings. The study targets on an initiative that has been selected by different governments to influence the activities of academics during the last decades. Specific attention was placed on an interpretation of the Incentive Program for Teachers/Researchers from National Universities implemented in Argentina since 1994. Two decades after this program was launched, its characteristics and effects are described from the perspective of a theory of policy instruments.
