In this article the authors intend to rebuild the university reform that was implemented in Argentina during the sixties and the role within this process of diverse national and international organizations. They analyze the main studies about the matter, searchingfor the common ground between their diagnoses and proposals and the Organic Law that was approved in 1967,and they reveal the way in which the authorities negotiated the necessary consensus to carry out the university reform. During thisperiod, aspects such as the need to rationalize the education spending and to improve the efficiency, all of them taken into account by the law, became the center of the arguments of all the organizations that took part actively to this process.
