In this article, the author carries out an analysis of how the policies about educational quality-student comprehensive care and learning focused approaches-are received by the higher education system, at what extent they offer orientation to the member institutions, how they result in practical actions aimed to improve the educational processes and, finally, what are they reaches and limits are. To do so, the author offers an analysis ot the purposes of the 2001-2006 PRONAE-program and gives an overall view of the university sector around those proposed goals. Furthermore, the author reviews the operation of policies in a case study of the Universidad de Occidente. The conclusión is that, in spite of the mobilization and deployment of several institutional initiatives, we still lack a global understanding and efficient actions to implement policies able to promote new educational approaches and strategies in order to improve the quality of education.
