Abstract

This article analyzes the application of Article 33 to Chinese immigrants, who, since the revolution, had been subjected to various forms of rejection, discrimination, and violence. It basically shows that many of the new state officials responsible for monitoring and controlling foreigners did so from a shared framework of racist beliefs, so that their decisions were not always supported by conclusive evidence of their harmful or undesirable status. The documentary basis includes collections from Mexico’s National General Archive and the Genaro Estrada Historical Archive of the Ministry of Foreign Affairs.
