Abstract

This article examines and explains public transparency policies in Guanajuato and Jalisco as examples of innovation in governance construction in contemporary democratic systems. The main objective is to analyze the compliance with transparency policies by the authorities in both states and to propose improvements in the design of monitoring and surveillance mechanisms to achieve higher quality and social collaboration in the exercise of transparency. It is concluded that the authorities in both states are compliant with active transparency. Furthermore, building transparency based on social collaboration fosters a relationship of accountability between governments and citizens. The main limitations to transparency compliance are found in the way the authorities assume the responsibility of providing public information, as they do not reach a level of proactive transparency that justifies using language as accessible as possible.
