Based on the question "What contributions does the administrative police promote in the special scope of the Colombian and Spanish territorial planning to comply with the purposes assigned to it in the Social and Democratic State of Law (ESDD)? First, a contextualization of the ESDD is made, and in it, of the challenges to which the administrative law is called to facilitate the tasks of the social component. From there, the administrative law as a management science is derived, a dogmatic alternative that allows differentiating the general administrative field from the special or reference fields, among which is the territorial planning In this, the exercise of the administrative function operates, which has as one of its modalities that of police, which gives rise to a comparative exploration of the theoretical panorama on this function in the administrative law of Spain and Colombia, to identify contributions that this function promotes on the scope of the territorial ordering, and with them, of systematization motives in the general administrative scope. For this purpose, a qualitative, dogmatic-legal, comparative-hermeneutic methodology was used, with a documentary strategy.
