The use of indicators to measure social problems has spread for three decades as part of global governance, a phenomenon in which public organizations, including the judiciary, are active. The indicators are used in the judiciary every day: administrations use them as an input to develop their judicial policy and accountability, while judges use them as an essential tool for the daily management of their workloads. The great attraction of the indicators is that they may help the judiciaries to modernize through scientific methodologies.
Despite the allure of Human Rights indicators, there are a series of problems that must be observed by the courts prior to their implementation. This article addresses some of the main ones, which focus on five aspects: 1) human rights indicators for courts, why?; 2) the governance of the indicators; 3) the epistemologies of human rights that are used in their construction; 4) the effects on the organizational culture, and 5) the limits to the search for legitimacy.
