The article analyzes the situation of Venezuela with respect to the American Convention on Human Rights in the framework of the case Alfredo José Chirinos Salamanca and others vs. Venezuela before the Inter-American Court of Human Rights. Based on the existence of two authorities claiming the international representation of Venezuela, and with different positions on the inter-american system for the protection of human rights, the article examines the jurisdiction of the Court to decide whether a State is party to the American Convention and if it can resolve a dispute related to its jurisdiction that is based on the validity or not of the deposit of ratification of the Convention before the General Secretariat of the Organization of American States.
