This qualitative study, based on historical document analysis and interviews with indigenous leaders, explores the unintended role of the Ecuadorian state in consolidating the indigenous movement. By examining the bilingual literacy program implemented during Jaime Roldós Aguilera’s government, we observe how a public policy designed to reduce illiteracy generated unintended consequences that strengthened collective identity, organization, and indigenous leadership. The acquisition of communication, management, and negotiation skills, coupled with a heightened political consciousness, enabled literacy workers to become key agents in building a unified indigenous movement. This research contributes to a broader understanding of the dynamics between the state and social movements in Latin America, demonstrating how state practices can influence collective action.
