Since 2015, the Supreme Court of Justice of the Nation granted the first injunctions (amparos) for the Federal Commission for the Prevention of Health Risks to issue health authorizations, for all activities related to personal cannabis consumption. Since 2021, legal impediments have been eliminated to issuing such authorizations. However, this process continues to face objections from those requesting it. The objective of the article is to evaluate the issuance of authorizations during five years, from April 2019 to March 2024, as a policy that built from the bottom up, as well as to present recommendations to the health authority to improve the procedure. For this purpose, a mixed methodology was used. On one hand, a descriptive statistical analysis was made of the total number of applications received and authorizations issued by said public entity during the aforementioned period; on the other, an analysis was made of the content of a sample of the documents issued, as well as a series of interviews with lawyers involved in this process to identify the administrative barriers. The results were the identification of a process that until now had been unclear, the characterization of the two existing authorization models and the elaboration of a series of proposals aimed at streamlining the process.
