This research analyzes, from the point of view of the Theory of Planned Behavior (TPB), the factors that have influenced the success of the implementation of the Integral Management of Urban Solid Waste in the municipality of Teocelo (2001-2017). It was approached from a qualitative perspective, using interviews. Findings show the main factors that influenced citizen participation in the municipal program and confirm the relevance of TPB to explain the transformation process in the municipality, from an individual and collective perspective, with a complex network of cognitive and emotional elements that influence the behavior of subjects in the study group. It concludes by highlighting the importance of social participation with the municipal public sector in order to carry out efficient environmental policies.
