In this article we approach the importance of the concept “governance” in the ongoing context of diversification of tourism, mainly in the Maya communities in the estate of Yucatan, Mexico. In a historical overview it is emphasized that the State and its articulation with private capital has generated a practice of vertical government in the field of tourism. While the voices of local stakeholders seem to be going unheard, in the actual context, tourism governance is analyzed, from them, as a potential avenue for considering public policies for this sector.
