For at least twenty years, Mexico lives a constant insecurity crisis which is expressed through the increase of criminal rate and levels of violence. The federal government, to face these serious social problems, has strengthened the punitive institutions of the State and particularly, the police apparatus. Nevertheless, in spite of the enormous investment that the State has carried out in this field, criminal rates continue to grow, what demonstrates the failure of the model and its necessary a reassessment.
