El artículo analiza la puesta en marcha de la acción afirmativa del Instituto Nacional Electoral (INE) en 2021 para garantizar la participación electoral de personas afromexicanas. A partir de observación etnográfica, entrevistas y trabajo de campo en procesos electorales de 2021 y 2024, se evalúan los desafíos para lograr una representación sustantiva, más allá de la inclusión simbólica. Los principales hallazgos revelan una brecha entre autoadscripción identitaria y pertenencia comunitaria, así como tensiones con los partidos políticos, que frecuentemente cooptan o ignoran las agendas del movimiento afromexicano. Las limitaciones incluyen la falta de consulta previa, ausencia de mecanismos de verificación comunitaria y escasa vinculación territorial. El estudio es valioso por documentar un campo emergente en México y por destacar la necesidad de rediseñar estas medidas. Se concluye que la acción afirmativa, tal como está planteada, es insuficiente; se requiere fortalecer la participación del sujeto colectivo afromexicano para transitar hacia una ciudadanía política plena.

This article examines the implementation of the affirmative action measure introduced by the National Electoral Institute (INE) in 2021 to guarantee the electoral participation of Afromexican people. Based on ethnographic observation, interviews, and fieldwork carried out during the 2021 and 2024 electoral processes, it evaluates the challenges of achieving substantive representation beyond symbolic inclusion. The main findings reveal a gap between self-identification and community belonging, as well as tensions with political parties, which often co-opt or disregard the agendas of the Afromexican movement. The limitations identified include the lack of prior consultation, the absence of mechanisms for community verification, and weak territorial linkages. This study is valuable for documenting an emerging field in Mexico and for highlighting the need to redesign such measures. The conclusion is that affirmative action, as currently designed, is insufficient; it is necessary to strengthen the participation of the Afro mexican collective subject in order to advance toward full political citizenship.
