^les^aEl autor recuerda las once causas que expuso en 1978 y que configuraban el presidencialismo mexicano. En este ensayo se examina cómo evolucionó cada una de esas causas durante tres decenios y se concluye que sólo una subsiste íntegramente, cuatro con modificaciones importantes y las otras han desaparecido por completo. En tal virtud, en la actualidad, México cuenta con un sistema presidencial que funciona aproximándose a los mandatos constitucionales, aunque el péndulo del poder se está dirigiendo hacia el otro extremo: hacia la primacía del Congreso de la Unión, especialmente hacia una gran fuerza política de los líderes de los tres partidos políticos más importantes en ese órgano legislativo.^len^aThe author recalls the eleven causes he set forth in 1978, which constituted the Mexican presidential system. This essay examines the manner in which each one of these causes evolved through out three decades, and it is concluded that only one has been kept in tact, four have substantial modifications and the rest have disappeared entirely. Consequently, now a days, Mexico has a presidential system that approaches the constitutional mandates; never the less, the power pendulum is heading to the opposite end: toward the primacy of Congress, particularly toward a significant political force composed by the leaders of the three most important political parties in this legislative organ.
