A través del rastreo de procesos [process-tracing], se analizaron datos obtenidos de entrevistas con actores clave, observaciones de negociaciones, documentos oficiales, literatura gris y medios de comunicación. Los resultados identifican tres estrategias principales empleadas por los formuladores de políticas colombianos: reemplazar la producción de evidencia científica con conocimientos morales y no especializados; evitar la oposición trasladando el debate de los ámbitos internacionales y legislativos a ámbitos domésticos y ejecutivos; y fomentar la transferencia de conocimientos mediante la conversión de instrumentos de política existentes en nuevos marcos regulatorios. Estas estrategias permitieron avanzar en una reforma moderada pero profundamente transformadora de las políticas públicas, evitando debates centrados exclusivamente en la evidencia científica y privilegiando discursos morales. El estudio resalta la relevancia de emplear distintos tipos de evidencia a lo largo del ciclo de formulación de políticas, la influencia de los espacios de decisión en los resultados y la adaptación de instrumentos políticos como mecanismo para difundir conocimiento. En conjunto, este caso demuestra cómo los usos estratégicos de la moralidad pueden impulsar cambios significativos en políticas tradicionalmente definidas por presiones internacionales, ofreciendo lecciones para el diseño de políticas en contextos de vulnerabilidad estructural ante regímenes internacionales.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract The case of medical cannabis legalization in Colombia illustrates how policymakers can overcome vulnerability and barriers to evidence-based drug policies through the strategic use of moral arguments. Using process tracing, we collected data from interviews with key actors, observations of negotiations, official documents, gray literature, and media sources. Our findings identify three main strategies employed by Colombian policymakers: replacing the production of scientific evidence with moral and non-specialized knowledge; avoiding political opposition by shifting the debate from international and legislative arenas to domestic and executive spaces; and fostering knowledge transfer by converting existing policy instruments into new regulatory frameworks. These strategies facilitated the advancement of a moderate yet profoundly transformative reform of public policies, avoiding debates centered exclusively on scientific evidence and focusing on moral arguments. The study highlights the importance of using different types of evidence throughout the policy-making cycle, the influence of decision-making spaces on outcomes, and the adaptation of policy instruments as a mechanism for disseminating knowledge. Overall, this case demonstrates how the strategic use of morality can drive significant change in policies traditionally shaped by international pressures, offering lessons for policy design in contexts of structural vulnerability to international regimes.]]></p></abstract>
