Por el contrario, es posible explicarlo como resultado de discursos tecno-científicos que incorporan determinadas perspectivas o intereses. En este sentido, el objetivo de este artículo consiste en demostrar la forma mediante la cual la política de seguridad nacional estadounidense tuvo una influencia crucial en el avance para lograr conocimientos epidemiológicos que fueron incorporados en las prácticas y reglamentos de la OMS a mediados de la década de 1990. Por medio de un extenso trabajo documental y de archivo, este trabajo busca evidenciar, en particular, la influencia de preocupaciones estadounidenses sobre la proliferación de armas biológicas y ataques bioterroristas en la formación del concepto &#8220;enfermedades infecciosas emergentes&#8221;, así como mostrar dicha influencia en la creación de novedosos sistemas de vigilancia epidemiológica. Se concluye que, en efecto, el discurso biosecuritario estadounidense ha tenido un papel decisivo en los conocimientos y las prácticas epidemiológicas contemporáneas argumentando, adicionalmente, que tal discusión es útil para evidenciar los límites de dichas innovaciones al ubicar qué y a quién se busca proteger con su implementación.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract The global surveillance systems for infectious diseases adapted to identify unexpected biological threats are not the result of &#8220;natural&#8221; scientific evolution. Quite to the contrary: they can be explained as the result of techno-scientific discourses that incorporate specific perspectives or interests. This article&#8217;s objective, then, is to demonstrate how U.S. national security policy had a crucial influence on the development of the epidemiological knowledge incorporated into the WHO&#8217;s practices and regulations in the mid-1990s. Using extensive documentary and archival work, the author specifically seeks to show the influence of U.S. concerns about the proliferation of biological weapons and bioterrorist attacks on the formation of the concept &#8220;emerging infectious diseases&#8221; as well as on the development of new systems of epidemiological surveillance. He concludes that the U.S. biosecurity discourse has played a decisive role in the development of contemporary epidemiological knowledge and practices and argues that this discussion is useful for showing the limits of those innovations by determining what and whom its implementation seeks to protect.]]></p></abstract>
