Among them, there are several studies with a wide version and productive links that focus on investments and employments generation on the basis ef opportuniries generated in the local productive chains. However less developed states are not only suffering as a consequence qfeconomical problems. in addition, they have to deal in a special way, with the social situation as well. Thus, these states do not count with a solid support as could be for example the infrastructure that links all their regions, an eficient and qualified manufacturer, effective organizational structures, sustainability when generating recourses and values that can promote confidence and an integral sustainable development. In this article, it is proposed that the vvay toward and economic development has to consider all important assets, such as the human capital, the organizations, natural resources, political institutions and infrastructure, in order to increase the opportunities for all local residents. better incomes, education and stronger productive chains in those strategical in the different regions. The government must promote the productive chains to fullfill the lack of products in the locations as well as in the international market, all these, keeping into consideration the human resources, skills. abilities (workforce) and the assets required to succeed.]]></p></abstract>
