<self-uri xlink:href="http://www.scielo.org.mx/scielo.php?script=sci_arttext&amp;pid=S2007-53082019000100033&amp;lng=en&amp;nrm=iso"></self-uri><self-uri xlink:href="http://www.scielo.org.mx/scielo.php?script=sci_abstract&amp;pid=S2007-53082019000100033&amp;lng=en&amp;nrm=iso"></self-uri><self-uri xlink:href="http://www.scielo.org.mx/scielo.php?script=sci_pdf&amp;pid=S2007-53082019000100033&amp;lng=en&amp;nrm=iso"></self-uri><abstract abstract-type="short" xml:lang="es"><p><![CDATA[Resumen El Comprehensive and Progressive Agreement for TransPacific Partnership (CPTPP) y el decreto del presidente Donald Trump para imponer cuotas y elevar las tarifas arancelarias a las importaciones estadounidenses de acero y de aluminio son expresiones del proteccionismo: uno resulta de las reglas del CPTPP, y el otro deriva del deterioro progresivo de la economía estadounidense como motor del sistema global. Los objetivos del presente trabajo son: situar la oposición entre la administración Trump y los signatarios del CPTPP en el contexto económico internacional actual; analizar las principales líneas de la defensiva proteccionista estadounidense, y estudiar las relevancias económica y política del CPTPP. Por ahora, la oposición &#8220;proteccionismo nacionalista vs. aperturismo regulado&#8221; modifica las condiciones políticas en la escala global, del Pacífico y de América del norte. En la global, la Organización Mundial del Comercio ha sido relegada a un lugar secundario, mediante la preferencia de los firmantes del CPTPP por estipulaciones regionales sobre sus regulaciones globales y debido a las flagrantes violaciones de las mismas regulaciones contenidas en el ALC Corea-Estados Unidos. En el Pacífico, el impacto político del CPTPP se sentirá en APEC; la competencia sino-estadounidense por el liderazgo tiende a ser sustituida por la rivalidad sino-japonesa y los signatarios del CPTPP están en medida de presentar un resultado en 2020, y este será mayor si incorporan nuevos signatarios y presentan un frente común al proteccionismo estadounidense. En América del norte, el escenario probable es la sustitución del ALCAN por acuerdos bilaterales. El nuevo ALC Corea-Estados Unidos marca las pautas de nuevos acuerdos estadounidenses: cuotas favorables para las exportaciones sensibles estadounidenses; cuotas y, más allá de ellas, altas tarifas arancelarias para las importaciones estadounidenses; intromisión en la definición de las políticas económicas nacionales: en Corea, políticas monetaria y de gasto público; en México, políticas salarial y migratoria, así como combate contra el narcotráfico.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract The Comprehensive and Progressive Agreement for Trans Pacific Partnership (CPTPP) and President Donald Trump&#8217;s decree to impose quotas and raise tariffs on us steel and aluminum imports are expressions of protectionism: one results from the rules of the CPTPP and the other one derives from the progressive deterioration of the American economy as the engine of the global system. The objectives of this paper are: to place the opposition between the Trump administration and the signatories of the CPTPP in the current international economic context; to analyze the main lines of the American protectionism; to study the economic and political relevance of the CPTPP. For now, the opposition &#8220;nationalist protectionism vs. regulated liberalization&#8221; modifies political conditions at the global, Pa-cific and North American scales. In the global level, the World Trade Organization (WTO) has been relegated to a secondary place, by the preference of the signatories of the cptpp for regional stipulations on the omc global regulations and due to the flagrant violations of these global regulations contained in the Korea-US FTA. In the Pacific, the political impact of the CPTPP will be experienced in APEC; Sino-American competition for leadership tends to be replaced by the Sino-Japanese rivalry and the signatories of the CPTPP are in a position to present a result in 2020 and this will be greater if they incorporate new signatories and present a common front to American protectionism. In North America, the likely scenario is the substitution of NAFTA for bilateral agreements. The new Korea-us FTA sets the standards for new us agreements: favorable quotas for sensitive us exports; quotas and, beyond them, high tariffs for us imports; interference in the definition of national economic policies: in Korea, monetary and public expenditure policies; in Mexico, wage and migration policies, as well as combat against drug trafficking.]]></p></abstract>
