Se exponen diversas ópticas relacionadas con el concepto y la manera en que diferentes actores sociales hacen uso de ella. Se presentan los resultados que la gobernanza territorial ha presentado en el caso de los Países Bajos y se plantean los desafíos y oportunidades que el proceso decanta. De igual manera, analiza la acción deliberativa y de participación de múltiples actores en dos programas de planeación urbana, puestos en marcha por el gobierno holandés durante las últimas décadas.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract: The essay discusses the importance attached to governance as a new tool for environmental management. Different views are presented on how various social actors make use of it and the results obtained. The tool is tested in the case of the Netherlands, challenges and opportunities as well as the action of various actors arise in planning two programs launched by the Dutch government in recent decades.]]></p></abstract>
