El texto ofrece un panorama del concepto de gobernanza, define sus propiedades esenciales &#8213;acción intencional con referencia al ordenamiento normativo del Estado y acción causal con referencia al sistema social de conocimientos&#8213;, enuncia sus ámbitos de gestión &#8213;gobernanza de la sociedad y gobernanza de las entidades públicas&#8213;, especifica sus tipos (gobierno, autogobierno, cogobierno, subsidiaridad) y explica la aparición de la nueva gobernanza o cogobernanza, acorde con la complejidad del sistema de sociedad contemporáneo. Se concluye con un par de consideraciones sobre las normas y directrices que aseguran la calidad institucional y ejecutiva de la participación ciudadana en el nuevo modo de gobernar y sobre la gobernanza o alta dirección de las entidades públicas mediante las cuales el gobierno gobierna a la sociedad.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract The leading capacity and effectiveness of democratic governments is the reference of the article, which assumes the reasons why the concept of governance was restored and revitalized in the 90s of the past century, causing &#8220;the shift of government to governance&#8221;. The text offers a panoramic perspective of the governance concept, defines its essential properties &#8213;intentional action, according to the state normative order, and causal action, according to the social system of knowledge&#8213;, explains the couple of its main fields &#8213;governance of society and governance of the public organizations&#8213;, its types &#8213;govern, self-govern, cogovern, subsidiarity&#8213; and develops the properties of the new public governance in accordance with the structure of the contemporary social system. The article ends with two set of considerations, regarding the rules and guidelines to support the institutional and executive quality of citizens participation in the governance of public issues, as well as some basic features of the governance of public organizations (&#8220;government governance&#8221;).]]></p></abstract>
