En estos contextos, donde los congresos se han reincorporado al circuito formal de la toma de decisiones públicas, los representantes se muestran cada vez más interesados en promover reformas jurídicas. No obstante, los indicadores hasta ahora empleados evalúan el desempeño parlamentario por la cantidad de iniciativas presentadas, sin distinguir entre propuestas triviales y de gran calado. Atendiendo dicha insuficiencia metodológica, este texto propone un instrumento de medición aplicable al caso mexicano (con miras a extrapolarse a otros contextos presidenciales de Latinoamérica), para clasificar el desempeño parlamentario en función de la relevancia, profundidad y nivel transformativo de las iniciativas promovidas por los representantes parlamentarios.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract This article discusses how legislative performance in Latin American democratic transitions is assessed. In contexts where legislatures have resumed the formal circuit of public decision-making, congressmen have become increasingly active in promoting law reforms. However indicators used so far assess legislative performance based on the number of bills presented by legislators, making no distinction between irrelevant and transcendental proposals. Considering such methodological lack, this article suggests an assessment tool that can be applied to the Mexican case -with the view of extrapolating it to other Latin American presidential contexts- to classify legislative performance according to the relevance, depth, and transformative capacity of bills proposed by the parliamentary representatives.]]></p></abstract>
