Esto se percibió como reñido con la calidad y llevó a una reforma -iniciada en 2012- que incluyó una prohibición de crear nuevas universidades y la estandarización de las existentes. Si bien esta reforma es percibida como positiva, creemos que es relevante analizarla. Nuestros primeros hallazgos sugieren que la reforma no tuvo una justificación económica clara, no ha tenido buenos resultados y ha sido influenciada por grupos de interés. Una futura reforma debería buscar la calidad &#8220;óptima&#8221;, pero aparejada al acceso equitativo a la educación.]]></p></abstract>
<abstract abstract-type="short" xml:lang="pt"><p><![CDATA[Resumo A partir dos anos noventa, o número de universidades no Peru aumentou dramaticamente. Isso foi percebido como em desacordo com a qualidade e levou a uma reforma - iniciada em 2012 - que incluiu uma proibição de criar novas universidades e a padronização das existentes. Embora essa reforma seja percebida como positiva, acreditamos ser relevante analisá-la. Nossos primeiros resultados sugerem que a reforma não teve uma justificativa econômica clara, não tem tido bons resultados e foi influenciada por grupos de interesse. Uma reforma futura deveria buscar a qualidade &#8220;ótima&#8221;, mas aliada ao acesso equitativo à educação.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract Starting in the 1990s, the number of universities in Peru increased dramatically. This was perceived as a bad sign for quality and led to a reform -implemented in 2012- that included a restriction on creating new universities and the standardization of the existing ones. While this reform is considered positive, we believe it is relevant to analyze it. Our initial findings suggest that the reform did not have a clear economic justification, has not had satisfactory results, and has been influenced by interest groups. A future reform should seek &#8220;optimal&#8221; quality but combined with equitable access to education.]]></p></abstract>
