No obstante, la evidencia empírica muestra que esta clase de información se utiliza más para otros propósitos diferentes al señalado anteriormente. Para analizar este comportamiento, el presente documento desarrolla un modelo básico utilizando las herramientas que ofrece la teoría de juegos. Gracias a este ejercicio, se encuentra que la relación entre la oferta y la demanda de la información de SyE se comporta como un típico problema de dilema del prisionero con una alta estabilidad. Asimismo, se reconoce la importancia de analizar esta relación de forma integral y no de manera fragmentada. Finalmente, se sugieren algunas recomendaciones específicas para romper la fuerte estabilidad que muestra este tipo de juego.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract: One of the fundamental purposes of monitoring and evaluation (M&amp;E) information is to serve as an input for decision-making in order to promote more effective and efficient public policies. However, empirical evidence shows that this kind of information is mostly used for other purposes than this mentioned above. To analyze this behavior, this paper develops a basic model using the tools offered by game theory. This exercise make possible to find that the relationship between supply and demand for M&amp;E information behaves like a typical problem of prisoner&#8217;s dilemma with high stability. This paper also shows the importance of analyzing this relationship in a comprehensive and not fragmented way. Finally, specific recommendations are suggested to break the strong stability that displays this type of game.]]></p></abstract>
