Se introdujeron cambios en el régimen legal, se crearon nuevos organismos y se descentralizó la gestión del agua. Todas estas acciones se sustentaron en una nueva visión del recurso como bien económico, en la que se hace énfasis en los mecanismos de mercado y se da al Estado el papel de regulador en los usos y gestión del líquido. El objetivo del trabajo es doble. Por un lado, reflexionar en torno a los alcances y límites teórico-normativos de la perspectiva que sustenta las modificaciones: la economía neoclásica; por el otro, evaluar algunos de los resultados de la reforma. Utilizaré para ello algunos indicadores de inversiones en infraestructura, cobros y autosuficiencia financiera, así como una sucinta caracterización de la historia de la contradictoria relación hidráulica entre el Alto Lerma y la Ciudad de México. Esto me permitirá documentar que la reforma hidráulica ha tendido a centrarse en componentes de la dimensión económica de uso y gestión, tales como reducción de inversiones y autosuficiencia financiera, y ha omitido las dimensiones ambiental, institucional y social.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Mexico's water policy has been dramatically reformed over the last dozen years. Center-pieces of the reforms are new legal regimes, different roles for water authorities and a decentralized management of water resources. Water reform is based on a vision of water as an economic good, and its uses are driven by market dynamics. Rather than keeping its role as developer, the State is responsible for allocating and regulating water uses. This paper has a two-fold purpose. First, it aims at assessing the pros and cons of neoclassic economics, which has exerted a deep influence on the water reform. Second, it uses some indicators of performance (e.g. investments and fees) to evaluate some results of the water reform. It shows that water reform has been relatively successful in some economic respects (e.g. reduced govern-mental investments). Yet less attention has been paid to key issues such as access to the re-source by different sectors (equity) and the environmental impacts of water systems.]]></p></abstract>
