De ser apéndices del poder ejecutivo federal han pasado a ser actores políticos y económicos de gran importancia como consecuencia de la llegada de la democracia, el incremento en la competencia política y los diferentes procesos de descentralización observados en México. A pesar de lo anterior, no se han realizado suficientes trabajos que analicen de manera directa el comportamiento fiscal de los gobiernos estatales. En este contexto, el objetivo principal es analizar las repercusiones de las variables políticas y de las participaciones federales en el gasto estatal. Esto último se realiza a través de estimar la existencia o no del efecto "papel matamoscas".]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[The role of state governments and governors in Mexico has change dramatically in the last years. Once appendices of the federal executive, they have shifted to important political and economic actors as a consequence of the arrival of democracy, a greater political competence and different decentralization processes that took place in Mexico. Nevertheless, there are not enough studies analyzing directly the fiscal behavior of state governments. In this context, the main objective of this paper is to analyze the impact of political variables and federal shares in state spending, by means of estimating the existence or not of the "flypaper" effect.]]></p></abstract>
