<self-uri xlink:href="http://www.scielo.org.mx/scielo.php?script=sci_arttext&amp;pid=S0185-27602005000200081&amp;lng=en&amp;nrm=iso"></self-uri><self-uri xlink:href="http://www.scielo.org.mx/scielo.php?script=sci_abstract&amp;pid=S0185-27602005000200081&amp;lng=en&amp;nrm=iso"></self-uri><self-uri xlink:href="http://www.scielo.org.mx/scielo.php?script=sci_pdf&amp;pid=S0185-27602005000200081&amp;lng=en&amp;nrm=iso"></self-uri><abstract abstract-type="short" xml:lang="es"><p><![CDATA[Resumen A través de un análisis comparativo, se evalúa el impacto de las políticas públicas en educación superior implantadas en México en los últimos tres lustros, pues como afirman los autores, gobiernos disímbolos han introducido las mismas políticas pero sus resultados varían significativamente en cuanto al logro de los objetivos planteados originalmente. ¿Por qué una política exitosa en un país no se puede copiar y esperar simplemente que tenga el mismo efecto en otro? ¿Cuáles son los factores que inciden en la suerte de una política? Para mejorar la comprensión del impacto de las políticas, es menester fijarse en cómo está configurada la administración o la coordinación del sistema. Con esto se enfatizar la importancia que tienen las reglas de juego que definen la operación cotidiana de las instituciones para entender por qué las políticas no siempre consiguen los resultados previstos.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract A comparative analysis is used in order to assess the impact of public policies on higher education in Mexico during the past fifteen years, since according to some authors dissimilar governments have introduced the same policies with significantly different results in terms of the achievement of originally planned objectives. Why is it that a successfull poiliciy in one country cannot be copied and the same results expected in another? Which factors affect the destiny of a policy? In order to understand the impact of policies better, it is of relevance to see how the system administration or coordination is configured. With this, stress is made on the relevance of the rules of the game which define the daily operation of institutions in order to understand why is it that policies do not obtain foreseen results time and again.]]></p></abstract>
