Sin embargo, también puede ser vista como resultado del mecanismo de rendición de cuentas, por el cual el electorado sanciona al partido en el gobierno cuya gestión califica como insatisfactoria. Este trabajo sostiene que la volatilidad electoral a nivel subnacional en Uruguay ha estado asociada principalmente con el mecanismo de rendición de cuentas y, por tanto, con la alternancia de los partidos en el gobierno. A partir de distintos modelos estadísticos, se concluye que bajos niveles de volatilidad electoral están asociados con la continuidad del partido de gobierno, mientras que altos niveles de volatilidad no necesariamente corresponden a la alternancia del partido de gobierno.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract It is often considered that electoral volatility is mainly a negative symptom of democracy. However, it can also be seen as a result of the accountability mechanism, through which the electorate penalizes the ruling party whose administration is considered unsatisfactory. This paper argues that electoral volatility at the subnational level in Uruguay has been associated mainly with the mechanism of accountability and, therefore, with the alternation of the ruling parties. Based on various statistical models, the conclusion is that low levels of electoral volatility are associated with the continuity of the governing party, while high levels of volatility do not necessarily correspond to the alternation of the ruling party.]]></p></abstract>
