Este artículo analiza los factores que explican la simpatía que el principio despertó entre algunos países de la región, así como las razones que otros países han aducido para justificar su rechazo a la RdeP. Destaca, en primer lugar, el peso del régimen de derechos humanos en América Latina, así como el entorno propicio de la ola democratizadora en la región. Sin embargo, una de las claves para entender el respaldo a un principio que busca prevenir la perpetración de crímenes atroces, aun a riesgo de intervención, se encuentra en la experiencia misma de crímenes de lesa humanidad.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract: The inclusion of the principle of Responsibility to Protect (R2P) and its crystallization in paragraphs 138 and 139 of the 2005 World Summit Outcome Document would not have been possible without the support of a large group of Latin American countries. This paper analyzes the factors that explain the sympathy that the principle aroused among some countries in the region, as well as the reasons that other countries have put forward to justify their rejection of the R2P. It highlights, firstly, the weight of the human rights regime in Latin America, as well as the enabling environment of the democratizing wave in the region. However, one of the keys to understanding support for a principle that seeks to prevent the perpetration of heinous crimes, even at the risk of intervention, lies in the region&#8217;s own experience of crimes against humanity.]]></p></abstract>
<abstract abstract-type="short" xml:lang="fr"><p><![CDATA[Résumé: L&#8217;incorporation du principe de Responsabilité de Protéger (RdeP), dans les paragraphes 138 et 139 du Document Final du Sommet mondial de 2005, n&#8217;aurait pas été possible sans l&#8217;appui d&#8217;un groupe important de pays latino-américains. L&#8217;article analyse les circonstances qui expliquent la sympathie de ceux-ci envers ledit principe, ainsi que les raisons citées en guise de justification par d&#8217;autres pays qui l&#8217;ont refusé. Il faut tenir compte, en premier lieu, de l&#8217;importance de l&#8217;appareil des droits de l&#8217;homme en Amérique latine, dans l&#8217;environnement propice découlant de la vague de démocratisation qui a traversé la région.
