Existen conflictos entre los ayuntamientos y los comités por falta de reconocimiento y la desconfianza. Con base en información gubernamental, entrevistas a funcionarios, así como estudios y documentos, se expone la problemática entre comités y ayuntamiento en Toluca, México, y se exploran las posibilidades de gobernanza. El análisis se centra en el actor gubernamental porque constitucionalmente es el encargado de la gestión del agua e interesa conocer su posición frente al conflicto. La principal conclusión es que la presencia de más actores no garantiza una adecuada gobernanza del agua porque la horizontalidad entre ellos es nula debido a la conflictividad presente.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract: In peripheral areas of Mexican municipalities, the distribution of drinking water is carried out by independent committees, operated through informal mechanisms. There is a conflict between city councils and the committees because the lack of recognition and distrust. Based on official and unofficial governmental information, interviews with officials, as well as studies and documents, the problems of this relationship between committees and the city council in Toluca, Mexico are exposed, and the possibilities of governance are explored. The analysis focuses on the governmental actor because it is legally in charge of water management and the analysis is interested in its position vis-à-vis the conflict. The main conclusion is the presence of more actors does not guarantee the correct water governance because the null horizontality among them due to the present conflict.]]></p></abstract>
