En Baja California las instituciones que combaten la corrupción han tenido un rendimiento cuestionable, especialmente el Sistema Estatal Anticorrupción (SEABC), la investigación señala que la existencia y participación de la sociedad civil es necesaria para el combate a la corrupción, sin ella, el fortalecimiento institucional del SEABC no será fructífero debido a la falta de contrapesos, participación ciudadana, confianza y legitimidad que otorga una sociedad civil fuerte y desarrollada. El presente trabajo desarrolla un análisis sobre la relación entre sociedad civil y en el combate a la corrupción, haciendo énfasis en señalar que, a mayor sociedad civil especializada, menor corrupción existe en un Estado; fundamentando a su vez que la sociedad civil es un factor necesario para el fortalecimiento institucional.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract: In Mexico, corruption entails various costs to society, affecting the economic, political and social sector of the country; generating complications in the management of the governments in office. In Baja California, the institutions that fight corruption have had a questionable performance, especially the State Anti-Corruption System (SEABC), the investigation indicates that the existence and participation of civil society is necessary to combat corruption, without it, the strengthening SEABC&#8217;s institutional framework will not be fruitful due to the lack of checks and balances, citizen participation, trust and legitimacy provided by a strong and developed civil society. This paper develops an analysis of the relationship between civil society and the fight against corruption, emphasizing that the more specialized civil society, the less corruption exists in a State; substantiating in turn that civil society is a necessary factor for institutional strengthening.]]></p></abstract>
