Se busca determinar cómo estos mecanismos pueden fortalecer el Plan Sonora de Energías Sostenibles en un contexto de nearshoring y transición energética. La metodología empleada es una revisión sistematizada de la literatura bajo el marco SALSA (Search, Appraisal, Synthesis and Analysis), analizando estudios académicos, informes de organismos multilaterales y políticas públicas sobre IEDV, financiamiento sostenible y gobernanza multinivel. Los resultados evidencian que la estabilidad regulatoria, la cooperación institucional y los incentivos financieros son determinantes para atraer inversión extranjera verde en sectores estratégicos como energías renovables y manufactura avanzada. Se destaca la necesidad de integrar bonos verdes y financiamiento híbrido para reducir la dependencia del financiamiento público. Además, se identifica que la cooperación Sonora-Arizona es clave para consolidar la competitividad regional. Entre las limitaciones del estudio se encuentran la falta de datos desagregados sobre el impacto real del Plan Sonora y la ausencia de entrevistas con actores clave. Se concluye que el éxito del Plan requiere fortalecer la gobernanza multinivel, desarrollar infraestructura sostenible mediante APP y potenciar la integración transfronteriza para garantizar la viabilidad de la región en la reconfiguración de las cadenas globales de valor.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract This study identifies financing and governance models for attracting Green Foreign Direct Investment (GFDI) in Sonora, with an emphasis on the development of Public-Private Partnerships (PPPs) and cross-border cooperation with Arizona. The objective is to determine how these mechanisms can strengthen the Sonora Sustainable Energy Plan within the context of nearshoring and energy transition. The methodology follows a systematic literature review using the SALSA framework (Search, Appraisal, Synthesis, and Analysis), analyzing academic studies, reports from multilateral organizations, and public policies on GFDI, sustainable financing, and multilevel governance. The findings highlight that regulatory stability, institutional cooperation, and financial incentives are key determinants for attracting foreign investment in strategic sectors such as renewable energy and advanced manufacturing. The study underscores the need to integrate green bonds and hybrid financing mechanisms to reduce reliance on public funding. Additionally, it identifies Sonora-Arizona cooperation as a critical factor for consolidating regional competitiveness. The study acknowledges certain limitations, including the lack of disaggregated data on the actual impact of the Sonora Plan and the absence of interviews with key stakeholders. The conclusion emphasizes that the success of the plan depends on strengthening multilevel governance, developing sustainable infrastructure through PPPs, and enhancing cross-border integration to ensure the region&#8217;s viability in the reconfiguration of global value chains.]]></p></abstract>
