En este contexto, las aduanas desempeñan un papel esencial garantizando un equilibrio permanente entre la protección de la sociedad y la simplificación de los intercambios comerciales (Zamora y Navarro, 2015). Siendo la innovación un elemento esencial de la reforma y modernización sostenibles de las aduanas, puesto que además de asegurar el cumplimiento de todas las funciones de las mismas deben también confrontar los desafíos y aprovechar las oportunidades que ofrece el comercio internacional (OMA, 2013a). La presente investigación tiene por objetivo identificar el grado de eficiencia o ineficiencia de las aduanas de 18 países de la región Asia Pacífico, incluyendo las aduanas de México, así como determinar el cambio tecnológico en las aduanas de la región antes mencionada tomando como referencia el cambio tecnológico en los años 2014 y 2015, para lo cual se utiliza la metodología del análisis envolvente de datos (DEA) y el índice Malmquist. Acorde con el análisis, las aduanas más eficientes en el periodo analizado (2014 y 2015) son Brunei y Singapur, mientras que únicamente en el año 2015 mostraron valores de eficiencia las aduanas de Nueva Zelanda, Perú, Filipinas y Chile. Los resultados muestran que los procesos de innovación y cambio tecnológico son fundamentales para la mejora de la productividad en las aduanas y que a pesar de que no son el único factor que puede incidir en la mejora de eficiencia de éstas, son factores altamente impactantes en el desempeño de las mismas.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract Today customs face rapidly changing environment: changing patterns of production and consumption, increased international trade, new global threats (organized crime, climate change, etc.). In this context, customs play an essential role in ensuring a permanent balance between protecting society and the simplification of trade (Zamora and Navarro, 2015). As innovation is an essential element of the reform and sustainable modernization of customs, as well as ensuring compliance with all the functions thereof but also allows confronting the challenges and exploiting the opportunities offered by international trade (OMA, 2013a). This research aims to identify how efficient or inefficient customs of 18 countries in the Asia Pacific region including Mexico&#8217;s customs and determine technological change in each of the offices of the aforementioned region, taking as technological change reference 2014 and 2015, for which the methodology of data envelopment and Malmquist index is used. According to analysis more efficient customs in the period analyzed (2014 and 2015) are Brunei and Singapore, while in 2015 only showed efficiency values customs of New Zealand, Peru, the Philippines and Chile. The results show that the processes of innovation and technological change are essential for improving productivity in customs and although they are not the only factor that can influence the improvement of efficiency are highly impressive factors in the performance of same.]]></p></abstract>
