Este enfoque, que pone en el centro de las herramientas de internalización del derecho internacional a las políticas públicas, requiere un examen cuidadoso, debido al enfoque mayoritario en medidas no vinculantes (en oposición a la legislación, regulación e interpretación judicial) y que sirven para coordinar los esfuerzos del sector público. Ante ello, se analiza la efectividad de las políticas públicas sobre empresas y derechos humanos como herramientas para dar efectividad al derecho internacional a nivel interno.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract: Since 2011, the implementation of the UN Guiding Principles on Business and Human Rights by States has been measured particularly through the development and adoption of National Action Plans. This approach, focused on the use of public policy as a tool for the domestic application of international law, requires a thorough examination, due to the primordial focus on non-binding measures that aim to coordinate the efforts of public administration (as opposed to legislation, regulation and judicial interpretation). Thus, this article analyzes the effectiveness of public policies on business and human rights as tools to give effect to international law in the domestic sphere.]]></p></abstract>
<abstract abstract-type="short" xml:lang="fr"><p><![CDATA[Résumé: Depuis 2011, la mise en &#339;uvre des Principes directeurs de l&#8217;ONU sur les entreprises et les droits de l&#8217;homme est mesurée à travers le développement et l&#8217;adoption de Plans d&#8217;action nationaux par les États. Cette approche, anglée sur l&#8217;utilisation des politiques publiques comme outil pour la mise en pratique en droit interne du droit international, requiert un examen approfondi en raison d&#8217;une concentration primordiale sur des mesures non contraignantes qui cherchent à coordonner les efforts de l&#8217;administration publique (par opposition à la législation, la réglementation et l&#8217;interprétation judiciaire). Ainsi, cet article analyse l&#8217;effectivité des politiques publiques sur les entreprises et les droits de l&#8217;homme comme moyens pour donner effet au droit international en droit interne.]]></p></abstract>
