Propone que hay continuidad en la estructura fiscal heredada y de las finanzas públicas, y que la diferencia es en el gasto por la reconcentración de su margen de maniobra para prioridades presidenciales. El texto termina reconociendo como agenda pendiente comparar también la calidad, resultados y consecuencias de los presupuestos de los gobiernos unificados y de los divididos.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract This paper is about the resetting of priorities in the national budget for 2019 to 2021, its changes and continuities. It concludes that there is continutiy in both inherited fiscal system and public finances equilibrium, that the news are on the allocations where probably whole the room for maneuver has been redirected to achieve president&#8217;s goals. Finally, it is acknowledged that expenditures quality, effects and consequences of budgets from unified and divided governments should be compared in the future.]]></p></abstract>
