Con una investigación de carácter tipo cualitativa como punto de partida, se usó el marco analítico del régimen de políticas públicas sobre tres variables: los actores, las instituciones y las ideas. Como estrategia metodológica se realizaron entrevistas profundas y se implementó la metodología de gramática institucional. Se encontró una reglamentación blanda, un entramado institucional que no favorece una gobernanza robusta y conflictos que surgen por el desabasto de agua en la ciudad, que no llegan a posicionarse en la agenda política por una dispersión de los temas ambientales y falta de mecanismos para la participación ciudadana.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract In order to understand the interactions among the engaged actors regarding water management in the city of San Miguel de Allende, in Guanajuato, the involved frameworks of perception and government institutions were subject to analysis. Having a qualitative research approach as a starting point, the analytical framework of the public policy regime was used, focusing on three variables: actors, institutions and ideas. As a methodological strategy, in-depth interviews were conducted, and the institutional grammar methodology was implemented. It was found that there is a lenient regulation, an institutional framework that does not favor robust governance, and conflicts that arise because of the water supply shortage in the city that do not achieve political attention due to the dispersion of environmental issues and the lack of mechanisms for citizen participation.]]></p></abstract>
