Según la teoría económica, un impuesto pigoviano puede resultar más eficiente para corregir externalidades negativas asociadas al consumo de energía fósil de los automóviles y corregir las fallas de mercado. Sin embargo, la aplicación de este tipo de impuestos en México ha probado tener poca factibilidad política y ser complejo en su instrumentación. Siguiendo los principios de la regulación moderna en países desarrollados, México lanzó en 2013 una regulación con estándares de eficiencia en distintas clases de vehículos automotores, que se caracteriza por ser un instrumento regulatorio con transferencias entre armadoras y un sistema de créditos que incentiva la adopción de tecnologías más eficientes.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract: We analyze the regulation for carbon dioxide emissions and their equivalence in terms of fuel efficiency standards applicable to light vehicles in Mexico, as a policy instrument with flexibility to maximize welfare while minimizing social costs. According to the economic theory, a Pigovian tax is the instrument that best internalizes negative externalities. However, its application in Mexico has proven lack of political feasibility and has faced difficulties in its implementation. Following the principles of modern regulation in developed countries, Mexico issued a regulation in 2013 with efficiency standards for automobiles, characterized by permit transfers among industries and a credit system that promote the adoption of more efficient technologies.]]></p></abstract>
