El gobierno electrónico coreano inició con una versión extensa del portal el primero de noviembre de 2002. Después de realizar esfuerzos continuos en la informatización nacional y en el gobierno electrónico, Corea se ha convertido en uno de los líderes globales, con los puntajes más altos en el Índice de Desarrollo del Gobierno Electrónico y el Índice de Participación Electrónica según la Encuesta de Gobierno Electrónico de la ONU. Además, el mundo ha visto muchas de las prácticas del gobierno electrónico coreano como uno de los mejores ejemplos y éste ha recibido reconocimiento internacional. Los mayores factores de éxito del gobierno electrónico coreano son liderazgo político fuerte, visión clara y objetivos políticos, priorización estratégica del proyecto y distribución de recursos humanos y financieros. El gobierno electrónico futuro se está desarrollando con miras en servicios óptimos y consolidados, basados en los proyectos promovidos hasta ahora. Las nuevas estrategias del gobierno electrónico se tomarán en cuenta desde varias perspectivas, en especial desde las estrategias para los servicios del e-gobierno, la participación ciudadana electrónica y una infraestructura fortalecida para el gobierno electrónico. El e-gobierno coreano está progresando rápido; sin embargo, aún tiene un largo camino que recorrer para alcanzar un nivel interactivo total de distribución de servicios públicos e integración gubernamental.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[The purpose of this paper is to historically overview the development of e-Government in South Korea (hereafter Korea). The Korean e-Government began with a comprehensive version of the e-Government portal site on November 1, 2002. After going through continuous efforts in e-Government and national informatization, Korea has become one of the global e-Government leaders, obtaining the highest scores in the e-Government Development Index and e-Participation Index according to the UN's e-Government Survey. In addition, many of Korea's e-Government practices until now have been regarded by the world as one of the best examples and have received worldwide acknowledgement. The major success factors of Korean e-Government include strong political leader-ship, clear vision and policy objective, the project's strategic prioritization and human and financial resource distribution. Future e-Government is being developed towards seamless and consolidated services, based on the e-Government projects that have been promoted so far. The new e-Government strategies will be taken into account from various perspectives, especially regarding strategies for e-Government services, citizens' e-participation and strengthened infrastructure for e-Government. The Korean e-Government is progressing fast; however, it still has a long way to go to reach a fully interactive level of public service delivery and government integration.]]></p></abstract>
