En 2007, Nayarit modificó la ley para permitir la elección de los regidores por mayoría relativa en distritos dentro del municipio. Para verificar el funcionamiento en estos Ayuntamientos, observamos el cambio habido en tres variables: ingresos propios, servicios públicos y participación ciudadana en políticas públicas. Utilizamos un diseño cuasi experimental para comparar un grupo de tratamiento con otro de control. No encontramos cambios positivos aunque sí una reducción en la capacidad del Ayuntamiento para generar ingresos propios.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract: The research explores the capacity and development of local councils of local governments after a reform that decentralized how councilmembers get elected. Since 2007, Nayarit has modified the electoral institutions; councilmembers are now elected by a single district majority principle. To verify the change on capacity and development we observe three key aspects in local governments: own source revenue, public services, and citizen participation in policies. We compare Nayarit localities against the evolution of a control group. We do not observe important changes although a significant diminishing effect in own source revenue capacity.]]></p></abstract>
